Void Property Protection & Estate Management (V5)

The Void Property Protection and Estate Management (V5) framework arrangement provides for void property protection, estate management and associated services.

  • security staff vetted to BS7858 - customers can trust the integrity of appointed companies' staff

  • appointed companies must be certified to ISO 9001 Quality Management - provides customer confidence through providing quality monitoring through all stages of the project
  • advice service on security options - confidence that the most suitable options meet customers needs
  • sustainability and environment management - appointed companies are are managed in a environmentally sound manner
  • same day response service - resolves problems quickly
  • alarm warden will be dispatched within 15 minutes of an intruder alarm activation - ensuring swift response to possible intrusion

V5 offers customers complete peace of mind of procuring compliantly with UK Public Sector Procurement Rules, whilst also retaining individual freedom over specific product selection and timescales to meet local priorities and resident’s preferences.

For the purposes of the tender document evaluation, this framework has been split into two lots:
1. Void property, security and associated services  
2. Estate management and associated services

Selection Criteria

40% = Pricing
40% = Technical Capability and Quality
10% = Project Management Including Survey and Installation
10% = Health and Safety Practice and Skills

Important Note

VPS (formerly Safe Estates Services Limited), who are one of the LHC appointed companies to the Void Property Protection and Estate Management (V5) framework arrangement, have recently announced their acquisition of SitexOrbis, who are also appointed to the arrangement.

On Monday 5 March 2012, the OFT referred the acquisition to the Competition Commission, which is expected to report by 19 August 2012.

LHC users are assured that this will not affect the delivery of the LHC V5 framework arrangement, pending the results of the reference to the Competition Commission. Users will be able to access the services of both organisations through the LHC V5 framework arrangement.

As each organisation is bound by the terms and conditions and prices of the framework arrangement, social landlords may benefit from the certainty of using the LHC V5 framework at this time.
