LHC has been developing the LHC Sustainability Policy and Action Plan in line with Government guidelines, in order to present a consistent and sustainable approach for our appointed companies, users staff members.
1. Recommendations from the Sustainable Procurement Task Force
LHC’s Sustainability Plan aims to ensure that its framework arrangements support client’s requirements to achieve levels 1 – 5 of the flexible framework as described in Procuring the Future: Sustainable Procurement National Action Plan in a timely manner.
In particular, our objective is to support public sector buyers to achieve level 3 of the flexible framework by December 2009, which involves:
All public sector staff being fully trained and performance incentivised
Sustainable Procurement policies being fully in place and referred to in all other polices
All contracts being assessed for sustainability, with management risks identified
Sustainability improvement targets being agreed with key suppliers
Suppliers being positively engaged in authorities’ improvement programmes
Mapping out of supply chains for key spend areas
Sustainability measures in place linked to development objectives
In addition it is recommended that at least one level 5 achievement be in place by December 2009, and LHC would be able to contribute to the Procurement Process aspect of level 5, which includes:
Life-cycle analysis for key commodity areas
Sustainable KPIs agreed with key suppliers
Performance rewards of penalties in place
Removable of all barriers to sustainable procurement
Best practice shared with other organisations
2. The LHC Sustainability Policy and Action Plan, which can be downloaded here, will involve all LHC Network Companies as well as the LHC Operations Group, sets out to develop and improve their policies to support the sustainable procurement policies and action plans of LHC Network Members.
