Technical team

LHC technical development officers have considerable expertise in the specification and procurement of building components and services for public sector building. They are able to share this expertise with all LHC Network members. 

Tim Oakley BA (Hons), Dip Arch, RIBA, MRSH, Head of Technical Department, is an architect who brings, from his many years in private practice, a wealth of working experience in project design and management. His role entails maintaining the high level of technical competency within the organisation and driving LHC Expertise forward, whilst overall ensuring that LHC meet all clients' needs.

Chris Powell MIHT, ACIOB, is a construction professional with extensive experience of the building industry, both within the public and private sectors. He has served on various technical standards committees for a number of years including BSI (some as Chairman), CEN and ISO, together with industry research and development groups.

Sites liaison officers

LHC site liaison officers carry out site inspections on behalf of LHC Network members to ensure that exacting quality standards are delivered by LHC Network suppliers.

Richard Wilby has responsibility for on-site monitoring for members in the North of England, Wales and Scotland.
