Buyer Profile

In accordance with European Directive 2004/18/EC and its enactment in the Public Contracts Regulations 2006, this Buyer Profile provides details of the LHC procurement process as detailed in the “The LHC Tender Process”.

Also provided in the table below is access to copies of Prior Information Notices (PINs), Contract Notices and Award Notices published in the Official Journal of the European Union (OJEU), as well as Pre-Qualification Questionnaires (used with the Restricted Procedure to select “Economic Operators” who will be invited to submit tenders) and Offer Documents (used with the Restricted and Open Procedures).

All LHC framework arrangements are tendered on the basis that they are available for use by LHC full member and associate member contracting authorities, members of the Northern Housing Consortium and non-member public sector bodies.

These include publicly funded local authorities, housing associations, registered social landlords (RSLs), Tenant Management Organisations (TMOs), Arm’s Length Management Organisations (ALMOs), education authorities, publicly funded schools, universities, colleges, further education establishments, police, fire and medical authorities throughout England, Wales and Scotland as applicable to the Area or Regional Lot which is the subject of the framework arrangement described in the Contract Notice, PQQ and Offer Document.

It should be noted that framework arrangements may only be used by organisations that operate within the sector the framework arrangement is available for.

In Scotland, the framework arrangements are applicable to the Scottish Unitary Authorities.
