LHC is a not-for-profit consortium set up to provide effective procurement solutions for local authorities, housing associations and other public sector bodies.
- LHC sets up procurement framework arrangements for use by LHC members and any other public sector organisation wishing to improve efficiency without compromising quality and in full compliance with UK procurement rules and regulations.
- Our members pay no membership fees and those choosing to remain just as users incur no costs.
- Our costs are funded through a levy paid by LHC appointed companies. Any surplus is re-distributed to members.
- LHC supports sustainable development goals by factoring the Governments’ drive for sustainable and low carbon solutions.
In other words, LHC does much of the procurement work for public sector organisations to help them save time and money.

LHC’s Aims
To help public sector organisations improve the procurement of building products and services for housing, schools and other public sector buildings by:
- ensuring strict compliance with UK public procurement rules and regulations
- improving the efficiency of procurement, achieving better value for money without compromising quality
- ensuring that the quality of products and services procured by LHC framework users are fit for purpose
- promoting sustainability in procurement, enhancing environment, social and economic conditions.
What Authority Does LHC Have to Develop Frameworks?
As a Central Purchasing Body, as defined in Section 2 of the Public Sector Regulations 2006, LHC acts as a Contracting Authority as defined in Section 3.
LHC establishes frameworks in strict accordance with the regulations for use by public sector bodies as defined in the LHC Buyer Profile.
