How LHC Framework Arrangements Work

1. Based on researched market demand from members and the wider public sector, LHC’s technical experts develop specifications for building products and services. 
2. For each new framework opportunity, a tender process is undertaken strictly in accordance with EU Procurement Directives and is advertised in the Official Journal of the European Journal (OJEU).
3. Interested contractors submit a tender which includes company policies, legal and financial information, product and service quality and prices.
4. Based on LHC’s evaluation of the information submitted, the framework is awarded to tenderers achieving the highest scores from the evaluated criteria.
5. If you wish to use an LHC framework, you may decide to proceed through the mini-tender process or choose one appointed company as a direct appointment where circumstances allow. 
6. You enter into a specific “call off” contract with the chosen appointed company.
7. Throughout the duration of the specific contract, LHC works with you to monitor and validate the performance of the appointed company.
8. LHC, which operates on a not-for-profit basis, receives a small levy from the appointed company to cover costs.
9. Any surplus generated by LHC is re-distributed to members via an annual rebate.
